Annie Hodgins

Annie Hodgins is a public policy and systems leader with fifteen years of experience helping communities, organizations, and governments address complex social challenges. Her work spans housing policy, homelessness prevention, law reform, research, public education, tenant services, and organizational development. Grounded in evidence-informed and rights-based approaches, she brings a deep understanding of both the systemic drivers of housing insecurity and the real-world impacts of the housing affordability crisis on individuals and communities. Known for bridging policy and implementation, she has designed and led dozens of initiatives that translate complex challenges into practical solutions and improve outcomes for communities.

Most recently, Annie served as Executive Director of the Canadian Centre for Housing Rights (CCHR), where she led a period of significant organizational growth and national expansion, strengthening the organization’s role as a leading voice on housing security and affordability in Canada. She currently consults on policy and organizational development and serves on several boards and committees, including as a public appointee to the City of Toronto’s Housing Rights Advisory Committee.

As an Associate Fellow with the National Institute on Ageing, Annie focuses on the intersections of housing, ageing, social inclusion, and community well-being. Through her work in housing rights, policy, and tenant services, she has seen firsthand how housing affordability, security, and social isolation affect older adults, and how existing systems often struggle to meet their needs. She is interested in advancing policies and systems that support housing affordability and ageing in place, enabling older adults to age with dignity, security, and connection in their communities.
